The latest details concerning the use and bills pending on Segway use in New York City, will be discussed at the next meeting on March 4th. The meeting will be at the Patio Cafe Tent, 47th St. and 1st. Ave. at 6pm. Matt Dailida of Segway LLC will give us an update on the latest information. Please attend as we need your support. I assume that you will be disscusing all of bill A02744 (which is before the NY State legislature) and not just the aspects of the bill concerning the city. I think it is very important that the Segway should be allowed in NYC. As bill A02744 is now written the Segway will not be legal in NYC. If bill A02744 is changed to allow the Segway in NYC will this delay passage of the bill?

There are actually 2 things going on. The bill you mentioned for NY State died in the Assembly last summer and now is back in committee. In NYC, there is a proposed bill which will ban the sale, rental, lease and operation of scooters in NYC, and that includes Segways. We're working on getting Segway carved out of the scooter definition.

If the NYC ban on scooters is passed before the state legislature, will the state legislature definition of EPAMD override the local ban as far as HTs are concerned?
That said, I think it's important to either have the names "Segway" or "PMMD/EPAMD" totally omitted from the NYC bill, or to have them explicitly omitted from the definition of scooter.
I wish I lived _in_ NYC, so I could help out.

I'm, pretty sure the state bill has a clause allowing cities with > 1MM people to do as they wish, so the state bill will have no affect on NYC regulations (I think).

Good point. I'm not sure how the state bill is worded, but by defining EPAMDs aside from "scooters" it may do wonders at the local level.
But then again, Segways would still not be legal to ride in NYC.
With the amount of time it's taking to get this bill passed in NY, there may actually be a year or so of safety data available to put the minds of legislators at rest :)

This is confusing, but...
The NYC ban on scooters is coming up very quickly, in the next couple of weeks. Our goal there is to have Segways defined as EPMAD's, or at least carve them out of the scooter definition, so they're not banned outright in the city.
Then we need to get the state bill passed, which I believe will grant sidewalk access to EPAMD's, but allow local communities to further regulate and ban.
Finally, if both those go our way, we then have the challenge of convincing NYC that it shouldn't ban EPAMD's on the sidewalk.

ok this is just me being lazy and not wanting to look it up myself but... does anyone know what the current laws or general regulation concerning scooters are, and any recent as in the last 10 years or so, modifications or addendums that have been made??

Itsi, please keep us posted on the evolution of laws in NYC, not only because it's a major market, and could be a trend-setter... but because some of us have fathers/mothers who are getting Segways, and don't want to be fodder for Police when they get them! ;)
