... a pretty disappointing article, a good chunk of it is a review of Kemper's book.

More of a review of the book than the device. I do like the bit that if the Segway turns out to be a flop, it will have at least been a noble failure.
Once again, they predict the demise of a product that's been offered to the public for 3 months.

I disagree with "...toy for the wealthy."
It's transportation for the worker.

Given that the HT simply has not caught on like a house afire, the Times article seems to be pretty neutral all the way around.
Face it, the acceptance curve for this idea is pretty much nothing like what was predicted at its intro. It's a social phenomenon, a new technology, a huge unknown to the general public, and its acceptance by the greater portion of society has gotten no where near the critical masses of right price point, experience recognition and/or perveived value. Like making it, inserting it into the world is going to be a slow and steady.
Build a better mouse trap and you might have to first get it Legalized. Then you have to build awareness. Then you have to sell it at a mouse-worthy price. I personally could have sold 100 of them at $1695.00. You probably could have, too.
That old saw about the world beating a path to your door is hooey.
