Does anyone know of any issues relating to liability insurance or restrictions on the use of HT's in various public settings, such as public buildings, parks, malls, schools, etc?

All of those things are different. Private property, such as malls, would be the permission of the property owner (I wouldn't count on them letting you ride).
Public property is the permission of the various agencies that control them. Schools generally will have their own rules.
As far as liability, it's probably yours. So if you aren't insured and you're asking about liablilty, you probably should get insurance. If you run over someone's foot, it's you who will get sued.
