My out of warrentee HT cuts off occasionally. I have a loose connection at the yellow/black connections inside the control collumn. Any ideas short of sending it back to Segway?

Talk to a local dealer - or maybe one online, and pinpoint the problem to the exact wires.
If it is the Control Shaft then a CS replacment is pretty easy. Plug and play there.
If it is in the Control Shaft base, then it does need a tech person with special tools.
I had this same issue when my machines needed to have their cords replaced - it was about $700 with the CS Base replacment.
I wonder if Segway still have Decision One doing service - that is if you do not have a dealer close by.

Swapping out the control shaft is a good idea, but it can be complicated sometimes.
If you have an early model I-167, the connectors may not match current models.
If I recall correctly, the color of the mode button (red or blue) has a bearing on this.
I haven't had the oppurtunity to swap control shafts between old and new models, so I'm not completely sure. If someone with more experience in this area is reading, please add what you know.

I've located it to the black connection with pins. I'm going to try to use CorrodeX to see if it will improve the conductivity.

The pins and sockets are gold flashed, so they can't corrode. I wouldn't put anything on them if I was you.
